Design studies should be conducted to guide the development of potential projects in ne\V <br />areas. Such studies will allow a customized approach to the developmcnt of each new <br />program. taking into consideration area-specific factors such as climatology. topography. <br />presence and frequency ofsecdable conditions. and secding targeting and social <br />considerations. The State of Wyoming. through their Water Resources Development <br />Commission. has recently adopted this approach in their consideration ofnev.' programs <br />in the Wind River. Sierra Madrc. Medicine 90w, Salt and Wyoming Mountain Ranges. <br />. Existing operational programs within the Upper Colorado River Basin could be <br />potentially enhanced. Means of enhancing these effects should be coordinated by the <br />existing program sponsors and operators. Modifications might include additional seeding <br />equipment. differcnt types of seeding equipment (e.g. aircraft in addition to ground <br />seeding and/or remotely controlled ground gencrators). and longer operational pcriods if <br />thc full seasonal window of seeding opportunity is not currently being seeded. <br />. Approximately 10-15% of the budget to conduct ~ programs should be devoted to <br />evaluations ofthc effcctivencss ofthc new programs. Tv.'o gencral typcs ofcvaluations <br />should bc considered: statistical (e.g. historical targct/control analyses) and physical (e.g. <br />chemical analysis of snow to detect the presence of silver associatcd \vith the release of <br />the silver iodide secding agent). Additional evaluations of existing programs are not <br />proposcd since the program sponsors and/or operators are currcntly performing their own <br />evaluations. <br />. Additional simulations of impacts of assumed seeding incrcascs on stream now should be <br />perfonncd. Such simulation work should be a part of any design studies conducted for <br />potcntial ~ secding arcas. <br />. It is recommended that a multi-ycar research program be- conductcd to detcnnine the <br />effectiveness of propane seeding in generating increases in precipitation over large scale <br />areas thc size of typical operational wintcr programs. It is recommcnded that the funding <br />for this research program be obtained from fCderal sources and consequcntly thc costs of <br />conducting sllch a rcsearch program are not included in the cost estimates contained in <br />Scction 15. <br />. It is recommcnded that the Sevcn Basin States support any Congrcssional Bills that relate <br />to the dcvelopment of a "coordinated national weathcr modification research program" <br />such as that proposed in IIR 2995 and S 517. <br />. The Upper Basin States should devclop cooperative agreements that feature the <br />development of a "basin-wide water augmcntation via cloud seeding program:' <br />. Representatives of the Seven Basin States should consider convening an ad hoc <br />committec to develop the scope of a short-tcrm (3 year) program to augmcnt and fund <br />some of the existing operations and develop and fund some of the potential ~ <br />programs. <br />. Representatives of the Seven Basin States should considcr beginning discussions <br />rcgarding cost-sharing and administration of new programs and augmentation of existin~ <br />programs. <br />
