<br />8. Operational Plan (con[inued) <br /> <br />A comprehensive environmental research program accompanied the <br /> <br /> <br />5-year Upper Colorado River Basin Pilot Project. The abstract and specific <br /> <br /> <br />sllmmaries of the specific environmental reports for this program is <br /> <br /> <br />attached as an appendix to this sub-section, underscord portions in <br /> <br /> <br />the appendix verify that either no effect, or no substantial effects <br /> <br /> <br />are expected to the environment from seeding programs of this design. <br /> <br /> <br />Some minimal effects could result from very heavy snowpack on some small <br /> <br /> <br />mammals and. erosion. Under these heavy snowpack situations, seeding <br /> <br /> <br />activities could have been suspended by environmental concerns built <br /> <br /> <br />into the programs operations and safety suspension -criteria presented <br /> <br />in Sec tion 1114. <br /> <br />e. Any Additional Information which May Be Required to Describe the <br /> <br /> <br />Operations and the Proposed Method of its Evaluation, <br /> <br /> <br />Many design and operational features of this program have been <br /> <br /> <br />based upon the findings and experience learned through operating the <br /> <br /> <br />Bureau of Reclamation's Colorado River Basin Pilot Project in the <br /> <br /> <br />Upper San Juan River Basin. The placement or ground-based <br /> <br /> <br />generators, identification of storm systems with favorable modification <br /> <br /> <br />potential and concern for public safety and awareness through <br /> <br /> <br />responsible operations are specifically some of the refinements to be <br /> <br /> <br />incorporated into the proposed wintertime weather modification program. <br /> <br /> <br />An operational report will be furnished to the program participants <br /> <br /> <br />and the Director of Natural Resources following each seeding season in <br /> <br /> <br />willeh precipitation within the project area will be indicated with <br /> <br /> <br />any pertinent comments to comparisons with respect to normal or <br /> <br /> <br />precipitation in adjacent areas. This proposed program will be <br /> <br /> <br />operated nearly identical to programs operated by Western Weather <br /> <br /> <br />Consultants, Inc. during the past 9 years in Colorado. Evaluations <br /> <br /> <br />of these programs have been made under contacts from the State of <br /> <br /> <br />Colorado to C.S.U. We would anti~ipate similiar evaluation results <br /> <br /> <br />from this proposed program. <br /> <br />-6- <br />
