To the Executive Director, at least twice a month, with said <br />reports summarizing the project's activities and statu~. The <br />reports shall. specifically be addressed, in part, to the TERMS <br />AND CONDITIONS of this permit. The Executive Director ~hall <br />forward said reports to the State Weather Modification Advisory <br />Committee. <br /> <br />b. To all members of the local Citizen's Advisory Council, set <br />forth in paragraph 8, infra., at least twice a month, summarizing <br />the project's activities and status.. <br /> <br />c. To four newspapers of th~ broadest circulation in the project <br />area, at least twice a month, the names of those newspapers to <br />be forwarded immediately to the Executive Director. <br /> <br />d. To the Colorado State Patrol and the Forest Service Avalanche <br />Forecast Center at least twice a month, summarizing the project's <br />activities and status. <br /> <br />e. To each of the ab9ve entities listed in this paragraph, upon <br />completion of this cloud seeding program, a report summariz_ing <br />the cumulative activities and results of said program. <br /> <br />f. <br /> <br />To the Colorado Water Conservation Board in accordance with <br />Applicant!s Contract. At a m~n~mum, the Applicant must report <br />seeding ldcations," times, -and rates. <br /> <br />f <br /> <br />7. The <br />dination of <br /> <br />Applicant shall strictly follow the minimum guidelines for coor- <br />this project with other State weather modification projects: <br /> <br />a. <br /> <br />The Applicant shall communicate each day with the designated <br />representative of the Colorado Water Conservation Board (CWCB) <br />on all aspects of the cloud seeding operations, including <br />monitoring information. The CWCB must be advised both before <br />and after any cloud seeding takes place. Such notice may be <br />communicated by telephone but must be confirmed by written <br />communication. <br /> <br />b. <br /> <br />The Applicant shall also communicate both before and after cloud <br />seeding operations with any other operator authorized to modify the <br />weather in the State during the designated time period. Said <br />communications can be made by telephone but shall be confirmed <br />in writing. <br /> <br />c~ The Applicant shall not conduct aircraft seeding or monitoring <br />operations without the express consent of the eWCB. <br /> <br />d. The Applicant shall obtain from CWCB and other entities current <br />information about cloud seeding programs in neighboring states <br />that might affect seeding rates and conditions of this program. <br /> <br />e. The Applicant shall adhere to seeding rates and conditions as spec- <br />ified in the Application. <br /> <br />f. Indiscriminate seeding activities or overseeding may be grounds <br />for revocation of this permit. <br /> <br />g. Any disputes or conflicts regarding this operation with other <br />operations within or outside Colorado shall be presented to the <br />Executive Director" for resolution. <br /> <br />8. The Applicant shall participate with the citizens advisory council <br />established by the Colorado Water Conservation Board. <br /> <br />The advisory council functions are to offer advice to the operator, <br />Colorado Water Conservation Board and the Executive Director, Dept. of Natural <br />Resources, regarding any aspects of the cloud seeding activities of the Applicant. <br />Final decision rests with the Executive Director in implementing the Colorado <br />Revised Statutes and the Colorado Water Conservation Board in implementing i,s <br />contract with the ,Applicant. <br />
