However, it is my understanding that last year <br />several key counties in northwestern Kansas voted not to participate in the hail suppression <br />program. WKGMD No.4 then decided to terminate their program in northwestern Kansas, and <br />the Colby operations center was discontinued. <br /> <br />Meanwhile, on February 28, 2001, the Cheyenne County, Colorado, County <br />Commissioners voted once again to participate in the program for 2001. Yuma and Kit Carson <br />Counties have not indicated an interest in participating in the project this year. Mr. Kieth <br />Lebbin, Manager of the Western Kansas Groundwater Management District No.1., and holder of <br />the permit, has requested permission to operate the program in Cheyenne County as an extension <br />of their program in southwestern Kansas. <br /> <br />Discussion <br /> <br />While the project was originally set up by the WKGMD No.4 as the sponsor of the <br />project, the WKGMD No.1 is in fact the holder of the permit and has been in control of the <br />project from the beginning. The manager of the Colby field office, Mr. David Beer, provided <br />excellent monthly reports that showed the flight paths of cloud seeding aircraft. The permitee <br />has complied with all the terms and conditions of the original permit, and there have been no <br />formal complaints since it has been in force. The statutes give the Director authority to revise <br />the terms and conditions of a permit under certain conditions. <br /> <br />Due to its proximity, Cheyenne County is as easily served from the Scott City operations <br />center as it was from the Colby field office. The requested change in operations from Colby to <br />Scott City is reasonable and should provide a continuing benefit to farmers along the eastern <br />edge of Cheyenne County. <br /> <br />Recommendation <br /> <br />I recommend you approve the request by WKGMD No.1 to continue to operate the <br />program in Colorado under the existing permit by signing the attached permit amendment. This <br />amendment is necessary because the WKGMD No.4 is no longer the active sponsor of the <br />project. <br /> <br />Attachment: permit amendment <br /> <br />cc: Greg E.
