.

We do not anticipate problems with avalanches
during this operating period. HCNlever, ere
will closely coordinate its operations with the
Rocky M::>untain Forest and Range Experiment Stations,
Ft. Collins, Avalance Warning Network - Telephone
482-7332.

.

ere will extend its corrmunications on operations to
the U. S. Forest Service, State Highway Department,
Highway Patrol, and the Wildlife Department.

.

ere will enlist a citizens advisory group, with
representatives from both sides of the Divide, to keep
in corrmunications with l=al residents and advise ere
on any problems that might develop.

We believe the above measures will allCNl ere to rronitor
the environmental and public resp:mse to snCNlfall over the area and thus
allow for minimizing any ass=iated risks and maximize to overall benefits.

F. Evaluation and M::>nitoring

rt is realized that these operations are proJ.Xlsed due to
the emergency nature of the current snowpack. Thus normal evaluation
procedures will be difficult. HCNlever, ere realizes the importance of
evaluation and rronitoring and will strive to obtain as rreny observations
as feasible and will work with other interested parties on analyses and
evaluation.

Colorado State University (CSU) will participate in the
rronitoringjevaluation effort. They will help with the daily weather
forecasts, seeding decisions, and rronitor all operations. esu scientists
will obtain rrountain top observations of ice nuclei concentrations at
several l=ations over the area. esu will provide an airborne ice nucleus
counter which will be flown in the ere aircraft to provide additional
rronitoring of the nuclei concentrations.

At the end of the project esu scientists will compile
appropriate meteorological data, ice nuclei observations, and snooall
neasurements into a comprehensive reJ.Xlrt that will be submitted to the
State Legislature.

As a part of this evaluationjrronitoring effort ere will
prepare surmaries of all seeding events including time, l=ation, and
arrount of Agr material released. surrmaries will also be given on tra-
jectory computation and seeding decision criteria.
