Reasonable increases in snowpack and the subsequent runoff will have <br />a beneficial influence on the corrrmmities in the project area in tenns <br />of local water supplies and recreational activities. Benefit from the <br />nmoff will be derived from agricultural canmunities in the region and <br />those dCMllStrearn in the northeastern part of the State. <br /> <br />11. The operations plans have been reviaved by scientific representatives from <br />Colorado State University, National Center for Atnospheric Research and <br />the Bureau of Reclamation. The technology and procedures to be used are <br />closely tied to those used in previous research projects which have <br />scientifically verified the seeding conditions and procedures. <br /> <br />16. The project operating proceedures, Section 8, are designed to optimize the <br />cloud seeding nnder cloud conditions which are nost suitable and thus <br />increase snowpack over the region for the reduction in =rent drought <br />conditions. These procedures are based on many years of scientific studies <br />and are ilrplerrented by a firm with over 8 years of field operating experience. <br /> <br />The nonitoring procedures and conmunication network given in 8-D will allCM <br />for minimizing in environment or public problems which might develop. <br />
