This action will be taken to avoid any appearance of contributing to
damaging weather situations.

On some programs, limits are set on the percent of normal levels of either
precipitation or snow water content at Natural Resources Conservation Service mountain
Snontel sites, within the target area of the project. Data are available from these sites on
a daily basis. If these limits are exceeded, then seeding is suspended until the percent of
normal falls under the limit or the project is terminated for the season. This procedure is
designed to curtail seeding in above normal snowpack years that may produce high
spring and/or summer streamflow. Such a procedure is proposed for the conduct of the
Gunnison County Project. Snotel sites that are representative of the proposed target area
will be selected with approval of these sites provided by the Colorado Water
Conservation Board. The proposed criteria for suspension will be based upon averages of
snow water content from the selected Snotel sites. Seeding will be suspended whenever
these averages exceed the following percentages:

.

175 % during the month of December
160 % during the month of January
150% during the month of February
140% during the month of March
130% during the month of April

.

.

.

.

28
