2.6.5 Operational Decision Making

The decisions of which storms to seed and which generators to use during specific
seeding events will be made from NAWC's main offices located in Salt Lake City, Utah.
This office is equipped with four personal computers and T -I internet access. A variety
of weather information available via the internet (Le. satellite photos, weather balloon
observations, weather radar displays, surface weather observations, weather forecasts)
will be used in this decision-making process.

2.6.6 Proposed Seeding Suspension Criteria

In accordance with the Weather Modification Association's "Standards for
Conduct of Individual Projects", North American Weather consultants (NAWC)
developed Policies and Procedures for the Suspension of Cloud Seeding Operations.
These criteria have been utilized in the conduct of numerous previous winter orographic
seeding projects conducted in the Inter-Mountain West, and will be used in the conduct
ofthe Gunnison County Project. The criteria are as follows:

NWS Advisory Procedures

During periods of hazardous weather phenomena associated with both winter
orographic and convective precipitation systems, it is sometimes necessary or advisable
for the National Weather Service (NWS) to issue special weather bulletins advising the
public of the weather phenomena. Each phenomenon is described in terms of criteria
used by the NWS in issuing special weather bulletins.

. Traveler's Advisory (TA) - This is issued by the NWS when one
to four inches of snow is expected to produce hazardous conditions,
particularly in mountain passes.

· Heavy Snow Warning - This is issued by the NWS when it
