O. Box
325, Monte Vi sta, Colorado, 81144. Atmospheri cs Incorporated wi 11 conduct
this program of weather modification designed to modify the natural develop-
ment of atmospheric cloud forms by means of the aerial application of silver
iodide nuclei as follows:

1. The area over, or in which, equipment may be operated shall
include all or portions of the counties of Saguache, Rio Grande,
Alamosa, Conejos and Costilla.

2. The target area, within which the precipitation is intended to
be modified, can be described as follows:

The boundary of the target area shall be a line beginning
at Poncha Pass approximately eight miles south of Poncha
Springs, Colorado, and running. southwesterly along the
Continental Divide to its intersection with the north
boundary of Mineral County; thence southeasterly and south
along the eastern border of Mineral County to its inter-
section with the north border of Archuleta County; thence
southerly along the eastern border of Archuleta County to
its intersection with the south border of the Colorado
State line; thence easterly along the Colorado State line
to the southeast corner of Costilla County; thence northerly
to North LaVeta Pass on Highway 160; thence northwesterly
along the Sangre de Cristo Range to the point of origin at
Poncha Pass.

3. The equipment, materials and methods to be used in conducting
the operation within this area include a 3cm weather radar sys-
tem, three cloud seeding aircraft, the application of silver
iodide ice nuclei and the artificial nucleation of clouds or
weather systems.

4. The design of this program specifies that attempts will be made
to (a) decrease hail fall during the total operational period,
(b) increase rainfall during the month of July and, (c) decrease
rainfall total amounts as measured at individual points only
during that period in August when crop harvest is in progress.

- 1 -
