Raseline levels of silver will be <br />established during the winter of 1997-1998. The monitoring/study <br />period will extend from the winter of 1998-1999 through the winter of <br />2001-2002. After the monitoring/study period the applicant will meet <br />with staff at Rocky Mountain National Park to review the results of the <br />tests made during the monitoring/study period. If silver leveL~ in the <br />snowpack have significantly increased to a point they are considered <br />detrimental to flora or fauna, the program will be suspended. If silver <br />levels have not increased, the program will continue through the permit <br />period. <br /> <br />The applicant will, in addition, suspend operations when the Director <br />of the Colorado Water Conservation Board requests that seeding <br />should be suspended. <br /> <br />To our knowledge, there are currently no other weather modification <br />projects nearby that would be adversely affected by the proposed <br />program. The nearest program we are aware of is in the Vail sId area <br />some 35 miles removed from the proposed target area. <br /> <br />No significant ecological impacts are anticipated from the proposed <br />program. Significant changes in the precipitation patterns are not <br />expected (changes are expected to be in the 10-15 percent range). <br />Studies have indicated that the high elevation snowpack depletion <br />would only be delayed by a few days by such an increase in snowfall <br />(Harper, 1981). <br /> <br />No significant increase in erosion due to the increased runoff is <br />anticipated. The increase in runoff will occur over an extended period <br />covering the duration of the snowmelt period (usually several months <br />in duration). <br /> <br />A certificate of liability insurance held by NAWC with $2,000,000 of <br />coverage is enclosed. <br /> <br />5 <br />
