<br />Reservoir in Grand County, Colorado (see map in Exhibit A). <br /> <br />3. Seeding will be conducted only under conditions when seeding is likely to be beneficial in <br />the target area. The permittee shall refrain from indiscriminate seeding activities or <br />overseeding, which may be grounds for revocation of this permit. <br /> <br />4. Not more than fifteen (15) ground based generators shall be used. The permittee shall <br />provide the Director of the Colorado Water Conservation Board (the Director) a description <br />of the specific location of each generator, with reference to roads, buildings, or other physical <br />landmarks, and the name, address, and telephone number of each operator before seeding <br />commences in each year. Any subsequent change in the number or location of generators <br />or of operators shall require the prior written approval of the Director. <br /> <br />5. The maximum rate of release of silver iodide from any single variable rate generator will be <br />limited to 15 grams per hour. The maximum rate of release of silver iodide from any single <br />fixed rate generator will be limited to 8 grams per hour. <br /> <br />6. The permittee shall suspend seeding operations if at any time the average of the snowpack <br />accumulations, measured in equivalent inches of water at the snotel sites and snow-courses <br />selected to represent the target area, exceeds a function defmed by the following points: <br /> <br />A, 175% of normal on January 1st,- <br />B. 160% of normal on February 1st, <br />C. 150% of normal on March 1st, <br />D. 140% of average on April 1st, and <br />E. 135% of average on May 1st. <br /> <br />Snowpack accumulation will be monitored at least weekly from snow survey measurements <br />conducted by the Natural Resources Conservation Service, U.S. Department of Agriculture. <br /> <br />Average snowpack will be calculated as the unweighted average of the water content ofthe <br />snowpack for the 30-year base period from 1961 to 1990 at the identified snotel sites and <br />snowcourses.
