'!he above anticipated changes in precipitation
arrounts are still within the nonnal variation of natural precipita-
tion events. HCMever, as special safeguards, we will abide by the
follo.ving seeding suspension criteria:

CIC will rroni tor the water content reported
by at least eight snCM survey regions operated
by the Soil Conservation Service which ar~
the target areas. Collins, Avalanche
Warning Network. When there is potential for
severe avalanche, seeding will be suspended.

CIC will extend its ccmmmications on operations
to the U. S. Forest Service, State Highway
Deparbnent, Highway Patrol, and the Wildlife
Deparbnent.

CIC will enlist a citizens advisory group, with
representatives from both sides of the Divide, to
l(eep in corrnnmications with local residents and
advise CIC on any problems that might develop.

We believe the above rreasures will allCM CIC to
m:mitor the environmental and public response to snCMfall over the area
and thus allCM for minimizing any associated risks and maximize overall
benefits.

F. Evaluation and MJni toring

It is our understanding that CSU, Departrrent of Atrros-
pheric Sciences will perform m:mitoring and evaluation of seeding effects
separate frcrn the actual seeding operations.

CIC is prepared to participate in these rronitoring and
evaluation activities as directed by CSU and the Water Conservation Board.
In day to day operations, CIC will inform the State Ooordinator of each
day's forecast of seeding potential and the seeding operations intended.
