MAYNES: I appreciate very much -- and I,am <br /> <br />3 sure so does Mr. Hjermstad -- the concerns expressed by the <br /> <br />( Forest Service. However, I would like to point out for the <br /> <br />5 Hearing Officer and the members of the Advisory Board that, <br /> <br />6 although there may be some shades of or degrees of difference <br /> <br />7 in terms of the adequacy of or the desirability of how far <br /> <br />S you go into one of these programs in terms of evaluating <br /> <br />9 these effects and one thing and another, from a legal stand- <br /> <br />10 point I think that the Applicant has adequately met his <br /> <br />11 burden under the statutes as required by the State of Color- <br /> <br />12 ado to provide a project plan that complies with all the <br /> <br />13 legal requirements of the statute. <br /> <br />14 I think that's one of the reasons why we brought <br /> <br />15 Mr. Steinhoff in to testify, because they spent five years <br /> <br />J6 studying some of these ,effects which the Forest Service is <br /> <br />17 rightfully concerned about. And I'm sure that Mr. Hjermstad' <br /> <br />IS project, even though it isn't a long-term project and even <br /> <br />19 though we might sit here and suppose that there'may be some <br />---------------- <br />20 effects that we don't know about on the basis of 20 or 30 OJ <br /> <br />21 50 years, I think that it's going to have to wait until \,e <br /> <br />22 get to the point of a project of that magnitude, which woul <br /> <br />23 also carry with it a sufficient amount of funding to also ( <br /> <br />2( into perhaps in greater detail some of the concerns that t <br /> <br />25 Forest Service had. <br />
