The first section will highlight the <br />SOAR program activities and operations and update the 2004 report with new references <br />from recent peer reviewed publications in the area of weather modification. The second <br />section is a new addition; a manual written to provide infoffil81ion to project personnel <br />assigned to the Seeding Operations & Atmospheric Research (SOAR) and to its <br />observers. Material contained within provides an overview of the entire project including <br />details on the water management strategies implemented by the llano Estacado Regional <br />Water Planning Group, the synoptic climatology of the Llano Estacado Region. and the <br />role of the Sandy Land Underground Water Conservation District Llano Estacado <br />Underground Water Conservation District (lEUWCD). the South Plains Under Water <br />Conservation District (SPUWCD), the Texas Department of licensing and Regulation <br />(TDlR) and the New Mexico Interstate Stream Commission (ISC). <br /> <br />The project objective is to increase the amount of precipitation over the SOAR target area <br />by conducting a seasonal 24-hour, 7-day a week cloud seeding operation. The conceptual <br />model for rain enhancement is based on the premise that cloud seeding with silver iodide <br />can increase the efficiency of the douds by initiating the ice process in douds sooner <br />hastening the growth of precipitation sized partides in clouds. <br /> <br />The project employs two meteorologists and three pilots. The Field Office Facility and a <br />fleet of aircraft are located in Plains. TX. A doud physics research aircraft is also <br />maintained within range of the SOAR target area to verify the scientific basis of the doud <br />seeding hypothesis. The Thunderstorm Identification. Tracking, Analysis and Nowcasting <br />(TITAN) radar display package aids the meteorologist in making decisions in real time and <br />posl-operations analysis.
