It was my understanding that,
under the present modified statute in Colorado, Jene Young and his group would obtain the
necessary license and permit inasmuch as they intend to actually operate the program. Jene
has asked our group to supply daily weather forecasts via FAX to their group. However,
we could not be responsible for the actual operations in terms of when, where, and how long
to activate the various components of the ground generator network. This should be the
responsibility of an on-site individual and that person should probably be responsible for
obtaining a license. '

We certainly have no objection to obtaining a license @d permit in Colorado but I suspect
our liability insurance would not cover the responsibilities of the operations unless one of
our people was actually on site to provide hour-by-hour observations and instructions.
Perhaps I'm a bit paranoid on this issue. In any event, I would certainly appreciate your
thoughts.

~fost .s.Lil~ercly,

Thomas J.
