precipitation gages (probe stations), (2) rawinsonde equipment, (3) remote

sensing equipment, (4) research aircraft, and (5) high volume particulate

samplers, precipitation gages, ice nuclei counters, and ice crystal

replicators (mountaintop laboratory). A map of the proposed network is

shown in Attachment II.

3. Suspension Criteria

The licensed operator will monitor the snowpack and water

content as reported by the soil conservation service. If the

snowpack exceeds 150 percent of normal, as measured at Steamboat (.", I

cloud seeding will be suspended at times when increa~~~!~precipi-

tat ion might be expected.

If at any time during the project period,

weather forecasts should indicate extreme snowfall or other severe

weather in terms of precipitation, winds, or extreme avalanche

potential, CSU will suspend the seeding activities during the severe

weather period.

To monitor environmental and public response to the seeding

project and to take appropriate actions for minimizing associated

risks, a CSU representative w:l,ll,J:onsult weekly with a local committee

consisting of one county commissioner from Routt and Jackson counties

and an appointed citizen from each of these counties. The CSU

representative will inform the committee of research plans for the

upcoming week and discuss any local problems which may have developed

due to the operation. If it is the concensus of the committee that

seeding operations occurring during the following week will cause

serious detrimental effects to the local area, seeding will be

suspended during that week.
