<br />NOTICE OF INTENT TO MODIFY WEATHER
<br />
<br />NOTICE IS HEREBY GIVEN that JENE YOUNG, President of the Water Enhancement Authority, 1339
<br />Highway 65, Eckert, Colorado 81418, hereinafter referred to as "Applicant", has or is about to file with the Director
<br />of the Colorado Water Conservation Board, an application to renew a penn it to conduct weather modification
<br />operations pursuant to Section 36.20 CRS within the State of Colorado and within the areas hereinafter more
<br />specifically stated,
<br />
<br />The Applicant proposes to conduct such weather modification operations for and on behalf of the following
<br />entities: Water Enhancement Authority, Grand Mesa Water Conservancy District, North Fork Water Conservancy
<br />District, Fruitland Mesa Water Conservancy District, Crawford Water Conservancy District, Collbran Water
<br />Conservancy District, Ute Water Conservancy District, City of Grand Junction, and the City of Delta, Colorado,
<br />
<br />The intended effect of the weather modification operation is to increase the snow pack and precipitation in
<br />the target area to provide additional water supplies for agricultural, industrial and domestic uses,
<br />
<br />The target area of the operations for which a weather modification permit renewal is sought is the Grand
<br />Mesa generally above 8,000 feet elevation and the West Elk Mountains southeast of the Grand Mesa generally
<br />above 8,000 feet elevation, The proposed target area is within an area approximately described as follows:
<br />beginning near the Town ofPaonia at the NE comer ofTl4S R92W 6PM, thence west along the north boundary of
<br />Tl4S to the east boundary of R98W, thence north along the east boundary of R98W to the north boundary of TlI S,
<br />thence east along the north boundary of TlIS to the west boundary of R95W, thence north along the west boundary
<br />of R95W to the north boundary of T9S, thence east along the north boundary of T9S to the east boundary of R89W,
<br />thence south along the east boundary of R89W 6PM extended into the NMPM to the ,north boundary of T49N
<br />NMPM, thence west along the north boundary ofT49N NMPM to the east boundary of R7W NMPM, thence north
<br />along the east boundary of R7W NMPM extended into the 6PM to the north boundary of Tl4S 6PM and more or
<br />less to the point of beginning,

<br />The target area includes portions of the Colorado River drainage basin in Delta, Mesa, and Gunnison
<br />counties within the State of Colorado, The program will be designed, operated and intended to affect only the target
<br />area within the above listed counties, The Weather Modification Rules and Regulations 2 CCR401-I(C(2)) require,
<br />at a minimum, that this notice also be published in all adjacent counties to the target area counties which include
<br />Garfield, Pitkin, Montrose, Saguache, and Chaffee counties within the State of Colorado,

<br />The expected duration of the weather modification operation for which the pennit renewal is sought is from
<br />December 1,2000 through May 31, 2001 and continuing for the next nine consecutive years through 2010,
<br />
<br />The name of the person who shall be in control of the weather modification program is JENE YOUNG,
<br />who is the President of Water Enhancement Authority, 1339 Highway 65, Eckert, Colorado 81418,
<br />

<br />A public hearing on the application for the renewal of a pennit to conduct the proposed weather
<br />modification operations shall be held beginning at 1 :30 p,m, on November 5, 2000 at the Masonic Hall, West Main
<br />Street, Cedaredge, Colorado,
