<br />920 Discussion of the benefits of the project. Stanton reminded applicant that <br />they need a new application, an updated operating plan, and to attach <br />detailed responses to the six criteria, Stanton asked for a list of studies <br />and scientific data that they wanted introduced into administrative record. <br /> <br />1070 Jene Young described benefits as adding more precipitation and more <br />water to fill reservoirs, Young explained how and where the ground based <br />generators were placed, the use of silver iodide and acetone as a carrying <br />solution to the burner. The burn rate will be 6 grams per hour during <br />running time, <br /> <br />1200 More benefits cited by Jene Young were to cities and ranchers, Grand <br />Junction, Cedaredge, Orchard City, Delta all will receive indirect benefits, <br />but are not direct sponsors to the project. They may join from time to time <br />in a drought year, Powderhorn Ski Area is not a sponsor at this time as <br />they are investing $2 million in snow blowing equipment <br /> <br />1370 Young explained the current composition of the Grand Mesa Water <br />Enhancement Authority: Grand Mesa Water Conservancy District, <br />Crawford WCD, Fruitland Mesa WCD, Collbran WCD, and the Grand <br />Mesa Users Pool Association, <br /> <br />1474 The North Fork WCD is not currently on the board of directors, <br /> <br />1510 The Authority has the power to tax water users, but chooses not to, <br />Operating funds are derived from contributions from our sponsors, <br /> <br />1580 Young described seeding operations, Ground based generators around <br />Paonia and Crawford all on private property with people that have agreed <br />to turn off and on by notification from Pete Kasper, Pete has a home <br />computer and a DTN weather satellite dish that gets Doppler radar. They <br />no longer receive advice from North American Weather Consultants <br /> <br />1713 Kasper explained that he makes the determination when to seed, The <br />generators have a variable rate, but they have been calibrated to release <br />the seeding agent at 6 grams per hour. The generators were originally <br />calibrated by North American Weather Consultants, The satellite <br />information also gives good information on air currents and temperatures, <br /> <br />1734 The target area is the Grand Mesa and the West Elk Mountain range, <br /> <br />1870 The Authority uses 11 generators, but have used up to 13 generators in <br />the past. The maximum they would use in the future would be 13 <br />generators, <br />
