<br />.. <br /> <br />. <br /> <br />. <br /> <br />DELEGATION OF AUTHORITY <br /> <br />Pursuant to the delegation of authority by the Executive Director of the Colorado Department of Natural <br />Resources ("DNR") on September 25, 1987 and reaffirmed on October 14, 1992, the Executive Director <br />of the Colorado Water Conservation Board ("CWCB") directed CWCB staff member Joe Busto with <br />support from Susan Schneider of the Attorney General's Office to conduct the hearing on this permit. <br />Pursuant to the DNR Executive Director's modification of that delegation of authority on August 26, <br />2002, the CWCB Executive Director presents a recommendation to the DNR Executive Director on this <br />permit application. <br /> <br />SUMMARY OF ADMINISTRATIVE RECORD <br /> <br />In considering and acting upon the weather modification application, the following information and <br />materials were taken into account and are incorporated as part of this record: <br /> <br />1. Exhibit A: Application for Weather Modification Permit, Form WM2, dated December 5, <br />2002 submitted by Don Griffith of North American Weather Consultants (NA We) on behalf <br />of Gunnison County. The application included an operational plan, a point-by-point response <br />to the questions in the application and a reSlll1le of Don Griffith including work experience, 18 <br />publications authored and 35 conferences attended with presentations related to weather <br />modification research and operations. NA WC operates approximately 120 generators in Utah. <br />The Application attachments are: <br />A. Reslll1le of Don A. Griffith, CCM which includes educational and research and operational <br />experience in weather modification programs in: <br />. Honduras summer weather modification program using aircraft and ground <br />based generators to augment precipitation for electrical power in the EI Cajon <br />drainage (1993, 1994, 1995, 1997) <br />. Guatemala summer weather modification program using aircraft and ground <br />based generators to augment precipitations over the Chixoy Reservoir Drainage <br />to assist in hydroelectric power production that was impacted by the drought <br />(1991,1992, 1994) <br />. Taiwan Weather Modification and Atmospheric Tracer Program to enhance <br />water supplies of several different reservoirs in Taiwan and to ascertain the <br />effectiveness of ground based silver iodide seeding in summertime (1992-1994) <br />Experience in domestic weather modification research and operational programs in: <br />. Utah Research Program for the evaluation of seeding potential for the National <br />Oceanic and Atmospheric Administration (NOAA) research program (1983- <br />1993), long-term research to evaluate the cloud seeding potential of winter storms <br />in Utah and doclll1lent the success <br />. North Dakota evaluation of the effectiveness of summertime operational cloud <br />seeding programs for the NOAA to increase rainfall and decrease hail, (1983- <br />1993) <br />. Santa Barbara Countv California Operational Weather Modification Program for <br />the Santa Barbara Flood Control and Water Agency too augment winter rainfall <br />(1978-1997,2001-present) <br />. Texas Summer Operational Weather Modification Program for the Edwards <br />Undergrolll1d Water District, City of Corpus Christi and San Angelo in Texas, <br />utilizing aircraft to augment summer time precipitation (1985-1988) <br /> <br />2 <br />
