<br />.. <br /> <br />./ <br /> <br />STATEMENT OF BASIS AND PURPOSE <br /> <br />The Weather Modification Program rules and regulations carry out the <br />intent of the Weather Modification Act of 1972 (C.R.S. 36-20-107) and <br />inform prospective applicants of the rules and procedures of the <br />program. These revisions to the rules further clarify the licensing and <br />permitting procedures carried out by the Department of Natural <br />Resources. No substantive changes are contained in these revisions <br />beyond general clarification. Certification of licensees by the Weather <br />Modification Association has been included as an optional qualification <br />to reduce the time required by the Department to assess the professional <br />qualifications of applicants. <br /> <br />FISCAL IMPACT STATEMENT <br /> <br />These reV1Slons contain no fiscal impact, as the changes contain no <br />substantive program revisions and consist only of clarification of <br />licensing and permitting procedures. <br /> <br />STATMToRY AUTHORITY <br /> <br />Specific statutory authority for the promulgation of these revisions is <br />contained in C.R.S. 36-20-107. <br />
