<br />4.0 PLANNING RESPONSIBILITIES <br /> <br />4.1 policy Board <br /> <br />A decision and policy making board has been estab- <br />lished in order to ensure desires of the local users are con- <br />sidered in the proposed weather modification operation. The <br />board is made up of one representative from each of the twelve <br />participating counties, and the Executive Director for the <br />Western Kansas Groundwater Management District No, 1. Kansas <br />Water Office personnel will serve as State Liaison to the policy <br />board; and the licensee, Project Director, will be the technical <br />advisor, <br /> <br />The policy board will meet periodically during the <br />season as needed to assess the operations and determine future <br />policy. The members will be responsible for keeping the Oper- <br />ations Center advised of soil moisture and crop conditions, as <br />well as seeding priority changes for their respective counties. <br />In addition, they"will be asked to provide input on the sus- <br />pension of seeding, and reports of weather related conditions <br />that occurred in their counties. <br /> <br />4,2 General Priorities & Schedule <br /> <br />Since the same organization and resources are used to <br />accomplish both rain augmentation and hail suppression, some <br />general guidelines have been established by the policy Board. <br />Priorities will be adjusted by the Policy Board as necessary, <br />depending on soil moisture and crop vulnerabliity to hail dam- <br />age. The preliminary schedule set by the Polic:y Board is as <br />follows: <br /> <br />15 April <br /> <br />Personnel mobilization, pilot <br />familiarization, equipment checkout, <br />confirmation of crew coordination, <br />and operating procedures <br /> <br />Begin seeding operations with rain <br />augmentation (RA) and hail suppression <br />(RS) using updraft aircraft. <br /> <br />1 June <br /> <br />Give full emphasis to hail suppression, <br />using both direct injection and up- <br />draft seeding. <br /> <br />1 July to 16 September <br /> <br />When the majority of the wheat harvest <br />has been completed, rain augmentation will <br />resume along with hail suppression, using <br />both methods of seeding. <br />
