<br />such storm was the most devastating one to hit our target area in <br />the past 20 years when considering crop losses. On June 9th a storm <br />moved through Cheyenne and Kiowa counties in Colorado, being <br />tornadic there. It moved southeasterly into Kansas across prime <br />wheat land first entering the WKWM Target Area in western Greeley <br />County. Then it continued through Hamilton County aver the towns of <br />Syracuse and Kendall before passing into and through southeast <br />Kearny County and further into northwestern Grant where it also hit <br />Ulysses. It left our target area in Grant County by going aut <br />through south-central Grant into Seward County where it intensified <br />then tracked more southerly passing over Liberal and into Oklahoma. <br />Along the storm track crop devastation was pretty much complete as <br />well as much other property damage losses in cities and-towns; Huge <br />auto losses were sustained by the large dealerships in Liberal. <br /> <br />One characteristic of large multiple-celled sev.ere storms, <br />such as the June 9th storm, when they track to the southeast and <br />have low-level moisture feeding into their bases along their <br />southern and southeastern flanks, combined with a strong upper- <br />level jet stream winds. too often affective seeding of the entire <br />multiple-celled system is not possible. Precipitation, including <br />large hail, frequently get thrown out of the cloud to the southeast <br />into the prime areas for seeding, both for cloud top seeding and <br />cloud base seeding. In fact, experience has taught us that large <br />hail can be ejected in all directions by these type of storms. <br />This year more large storms of this variety appeared than in the <br />past two year with high moisture present. This year there were 14 <br />days in which seeding flight times were mare than 20 hours for the <br />5 aircraft, 3 of them having more than 30 hours. In the two <br />previous seasons in which we also operated 5 planes, 1993 had 8 <br />storm days with seeding flight hours of 20 hours, or more, and none <br />greater than 30 hours; in 1992 there were 13 with 20 hours, or <br />more, and 2 with 30 hours, or more. <br /> <br />Regarding point (2), above: According to the latest crop <br />insurance statistics, all counties wi thin the WKWM Target Area <br />insured much more heavily in 1993 than in 1992. These insurance <br />statistics confirm the validity of the thesis proposed in last <br />year's Final Report (page 22) that more hail insurance is written <br />in years in which the early wheat crop looks good and has generally <br />excellent soil moisture. Second, if there could be identical <br />amounts of hail in two consecutive years, the year with the greater <br />insurance coverage will give the mistaken appearance of hail being <br />worse one year than the other when, in fact, it was the same. By <br />extension, it is quite likely in 1994 there was a similar amount of <br />liability written as there was in 1993, perhaps even more. <br /> <br />23 <br />
