.'

..

10 February 1978

The project -lescri"tion given by Gerry Mulvey "'retty much sums

un the "ro~osei o"'eration of the State University of New York at Albany

grou" in Colora-lo for the end of this winter season, We have arranged to

coo"erate with Colora"o State University an" they have very kincly taken

us un-ler their wing, so to s~eak, so that We may o"'erate unler their

su"ervision an:: un-ler the license ani "'errnit of their clou'J seecing

",,;

..
contractor. However. this arrangement turns out to have several lisadvantages

as far as our o"'~ration is concerned. I am submitting this statement in

ho"'es of convincing the res~onsible agencies of the State of Coloralo that

our "roject will not in fact moiify the weather over the State of Coloraio

to any significant degree and that license an" "'ermit requirements might be

waived. A brief summary of the aims and "rocelures of the "'roject follows

which re"eats much of what is containe-l in Gerry's letter of 6 February

to Barbara Wells. Several additional "'oints will be covere:' in the closing

"'aragra"'hs.

The "'roject aims to investigate efficient ways to "roJuce reasonably

------ ,---

wi-les"rea-l cloudiness in clear r~~ions of the_u""er~ro"'os"~e~e_which are

sU"ersaturatei with res"'ect to ice. From observations of "'ersistent contrails

"'ro.JuceJ by high altitule aircraft there is reason to elC"ect that these areas

are fairly common. Stu'iies by Peter Kuhn(at NCAR) ani Robert Knollenberg(then

at the University of Chicago)have shown that aircraft contrails can havD a signi-

ficant effect on the rajiation balance at the surface .?!_the earth. rhey grow to

a total ice mass much greater than that of the water injecte.J into the aircraft

wake through combustion of the jet fuel.
