Bill an,! I ~re~are the aircraft an! instruments for a fli~ht, Bill takes off,

and I observe from the ground. It is almost im~ossible for me to reach a

location where I can observe Bill from the ground while he is seeding in

the designated area. Further. it is much har ler to forecast con:litions over

the horizon than it is to just look at the sky over Coloraio S~rings, locate

a ratch of rersistent contrails, an:! work right in that region, within sight

of the base of onerations. Naturally, we are quite han~y to be working with,~

CSU an:! in their designate:! region. But exnerimental conJitions coul'j be

better.

In closing, I ho~e that thisjescri~tion of our ~rogram has shown that

we do not really inteni to carry out any significant weather modification

over the State of Colora'!o. We are making a very small-s~.i:.nve:stigation

into some snecializeJ techniques. The effects of our exneriments will be ,warfed

by the effects of the norm~!__high altitude aircraft traffic o~erating over the

state. Almost any activity of man, from nlowing fielrls to nro:!ucing electricity,

modifies the atmosnhere to some extent. If there is to be control over weather

modification by man, it must certainly be control exerciseJ over those activities
