Hill, of Utah Water Research Laboro- tory, Utah State University, Logan, Utah, 84322, hereinafter referred to as "Applicant", has or is about to file with the Executive Director of the Colorado Deportment of Natural Resources on ap. plication for a permit to conduct weather modification operations within the State of Colorado and within the areas hereinafter more specifically stated. The Applicant shall conduct SUCh operations for and on behalf of Utah Water Research laboratory, UMC82, Utah State Uni- versity, Logan, Utah 84322 and Division of Atmospheric Resources Research, Bureau of Reclamotion, P.O. Weather Modification License No. 85.1 and shall be in control of the weather modification proiect. The additional per. son who shall be in control of the weather modificotian proiect for the Applicant is Brad Miller who holds Weather Modifica- tion License No. 85.2_ The primary Target Area of the opera- tions for which a Weather Modification Permit is sought is described, as follows: an area of the Grand Mesa plateau lying south of a line between Grand 'Junction and Rifle. The target area is in Meso and Delta Counties. The general area beyond the Primary Target Area which may reasonably be expected to be affected by the weather modification operations for which 0 per- mit is sought includes 011 or a portion of the following counties within the State ot Colorado: Eagle, Mesa, Della, Montrose, Gunnison, Pitkin, Rio Blanco, and Routt Counties that are adjacent to Garfield County. The expected duration of the weather modification operotions for which a Per- mit is sought is January 2, 1985 through March J~, 1985. The intended effect of the weather modification operation&-is to obtain dis, tinct, reproducible effects from seeding oppropriate winter orographic clouds. Complete details of the operations to be conducted by the Applicant are available on request from the Applicant - Utah Woler Research Laboratory, Ulah State University, Logon, Utah 843'22 - and from the Division of Atmospheric Re- sources Research, Bureau of Reclama- tion, P.O, Box 25007, Denver Federal Cen1er, Denver, Colorado 80115; the Ex- ecutive Director Qf the Deportment of Natural Resources, 1313 Sherman Street, Room 718, Denver, Colorado 00203; and from county commission offices in Gar- field, Eagle, Mesa, Pitkin, Rio Blanco, and Routt Counties. A public hearing on the application for o permit to conduct the proposed weather modification operations sholl be held' at 10:30 a,m. on Friday, December 14, 1'184 at the Bureau of Land Management Grand Junction office, 764 Horizon Drive, Grand Junction, Colorado.
