<br />; <br /> <br />5.0 SEEDING OPERATIONS <br /> <br />The responsibility for day to day seeding decisions <br />rests with the licensee, Project Director. He will base his <br />decisions on priority guidelines set by the Policy Board and <br />on meteorological conditions. The basic meteorological crit- <br />eria used to initiate or suspend seeding operations are out- <br />lined in the following paragraphs. <br /> <br />5.1 Seeding Criteria <br /> <br />The criteria for selecting suitable cloud systems <br />for seeding will be based on an assessment of multiple1meteor- <br />ological parameters. Every weather system will be examined for <br />seeding potential. Seeding will be initiated on the basis of <br />the general criteria listed in Table I. <br /> <br />5.2 Suspension Criteria <br /> <br />Seeding to increase rain will not be initiated <br />or will be suspended when excessive rain is likely to occur. <br /> <br />The licensee, Project Director, will take cogni- <br />zance of the sociological aspects of seeding when severe <br />storms are forecast or already exist. Hail suppression opera- <br />tions will be conducted when beneficial results appear attain- <br />able and when flying safety is not jeopardized. <br /> <br />Rain augmentation operations shall be suspended <br />when soil moisture, as determined by the pOlicy Board, is <br />adequate. Seeding shall also be suspended at any time the <br />policy Board determines that weather modification activities <br />are not considered beneficial to a particular community. <br /> <br />5.3 Meteorological Data <br /> <br />Types and sources of meteorological data routinely <br />available at the Operations Center are: <br /> <br />Hourly Observations - FSS, Garden City <br />Aviation Terminal Forecasts - FSS, Garden City <br />Severe Weather Warnings, FSS, Garden City <br />Synoptic Surface & Upper Air Analysis - <br />Water & Power Resources Service <br />Upper Air Prognostic Charts - <br />Water & Power Resources Service <br />NWS Rawinsonde Reports - <br />Water & Power Resources Service <br />NWS Sounding Analysis - <br />Water & Power Resources Service <br />
