9. Factors indicating that the proposed weather modificaticn project is conceived to
provide and offers promise of providing an economic benefit to the area in whic~
the operation will be conducted (applicable only to commercial projects):
The purpose of this permit application is to authorize overflight of cloud seeding
aircraft which are tarGetinq the 14 western Kansas counties shown on Ops. Plan, Fig.l.
The benefits of hail suppression and rain auqmentation apply to these primary target
counties in Kansas. Since the 5 adjoining Colorado counties are not in the primary area,
we do not envision them accruing any benefits or disbenefits from 'the program.
