Factors indicating that the proposed weather modificaticn project is conceived to <br />provide and offers promise of providing an economic benefit to the area in whic~ <br />the operation will be conducted (applicable only to commercial projects): <br />The purpose of this permit application is to authorize overflight of cloud seeding <br />aircraft which are tarGetinq the 14 western Kansas counties shown on Ops. Plan, Fig.l. <br />The benefits of hail suppression and rain auqmentation apply to these primary target <br />counties in Kansas. Since the 5 adjoining Colorado counties are not in the primary area, <br />we do not envision them accruing any benefits or disbenefits from 'the program. <br />
