Dear Mr. Young:

This is to advise you that Colorado Weather Modification
Permit No. 90-2 dated March 8, 1990 has been renewed in accordance
with your request.

We understand Mr. Thomas J. Henderson of Atmospherics, Inc.,
of Fresno, California will be supplying you with daily weather
forecasts by FAX. We further understand that management of the
project will be under your direct control as the President of the
Water Enhancement Authority. This includes day-to-day operations
of when, where, and how long to activate the various components of
the ground based generator network.

You have previously provided us with a copy of the
"Intergovernmental Agreement Establishing the water Enhancement
Authority" which we understand is still in force. The agreement is
the basis for establishing the Water Enhancement Authority as a
political subdivision and allows you to manage the program without
a license under the changes in the law established by the passage
of HB 92-1129. In all other respects, this permit renewal is
granted with the understanding that the operation of the project
will not be significantly different from the terms of the original
permit.

We have received a check dated January 12, 1994 for $100 as
the permit fee. A FAX copy of the required certificate of
Insurance was recieved from Crump Insurance Services of Colorado on
January 17, 1994. We expect you to provide us with a list of
generator operators and a map showing their location in relation to
the target area as soon as it becomes available.
