The purpose of this permit application is to authorize overfligllt of clouu ~",,<1111g

aircraft which are tarqetinq the 14 western Kansas counties shown on Ops Plan,
Fiqure 1. The benefits of hail suppression and rain auqrnentation apply to these
primary target counties in. Kansas. Since the 5 adjoining Colorado counties are
not in the primary area, we do nbt envision them accruing any benefits or disbenefits
from the program.
