Colorado. Legal notice of the hearing was <br />published in the proper newspapers on January 24 and 25. 1990 <br />and January 3l-February 1. 1990. <br /> <br />The hearing officer was Bill McDonald. Director of the <br />Colorado Water Conservation Board. He was acting pursuant to a <br />delegation of authority from the Executive Director of the <br />Colorado Department of Natural Resources dated September 25. <br />1987. <br /> <br />The applicant was represented by Mr. Don Griffith. Vice <br />President. <br /> <br />The hearing was electronically recorded. This tape <br />recording is in the file in which this memorandum is located. <br /> <br />A list of the written materials and visual materials <br />utilized at the hearing. other than overhead slides of the <br />permit application itself. is enclosed. In addition to these <br />exhibits. I was handed a written statement by a Mr. Leroy <br />Stanford after the hearing was closed and the tape recorder had <br />been turned off.
