DECISION AND PERHIT-Page Three

TERMS AND CONDITIONS

The permit herein granted is limited by and subject to the
following terms and conditions:

1. This permit shall be effective for the period from Kay 1, 19B3
until August 31, 1983.

2. The Colorado Weather Modification Advisory Committee has
indicated that hail suppression operations conducted over Colorado to
affect Kansas could reduce potential precipitation in Colorado.
!herefore penetration py cloud seeding aircraft into airspace over
Colorado is limited to a distance one half of the west to east component
of the miles per hour cloud motion. Cloud motion is determined from the
centroid of the radar echo; for example, if a cloud is mOVing toward the
Kansas border at 10 miles per hour, the penetration allowed into Colorado
is 5 miles west of the border. or if a cloud" is moving toward the Kansas
border at 20 miles per hour, the penetration allowed into Colorado is 10
miles west of the border.

Failure to comply with the above stipulation will be grounds
for revocation of permit renewal.

3. The Applicant shall suspend seeding operations during storm
periOds forecast to produce heavy preCipitation amounts as set forth in
the application.

4. The report shall specifically note compliance
with the conditions of this permit and shall contain a special section
noting proposed or actual deviations from said conditions and the
circumstances of the approval thereof as reguired in Paragraph one of
these terms and conditions.

5. the Applicant shall submit bi-weekly reports to the Colorado
Weather Modification Program Director indicating on which days, hour and
location seeding occurred during eac~ two week period in a form suitable
for distribution to citizens reguesting such flight information.

,

6. The Executive Director may select a panel of citizens in the
project area to advise the Applicant and the Executive Director of
weather modification activities.

7. Except as modified by the TERMS AND CONDITIONS herein, the
Applicant shall strictly conform to the operational plan as set forth in
his application.

8.
