The project target area pertains solely to Kansas and no portion <br />of the target a~ea is in Colorado; <br /> <br />A copy of a recent Kansas Watar office evaluation of the Western <br />Kansas Weather Modifioation Program has been included for your <br />inspection. In the evaluation three significant results were found <br />for the six counties which participated every year during the study <br />period. The results found are: <br /> <br />a. 27% reduction in crop-hail damage <br /> <br />b, $4,000,000 in economic benefit to the six counties for the <br />study period ' <br /> <br />a. A 37 to 1 benefit-to-cost ratio. <br /> <br />Similar results would be Elxpected in future years with some <br />exceptions, namely the number of aircraft made available to the <br />project as well as the variabilities within each storm season <br />encountered. There are indications within the evaluation that since <br />we changed of our seeding agent in 1987 we have produced crop-hail <br />damage reductions of 49\. Therefore, future economic bene!! te <br />should improve dramatically, holding well above the 27\ reduction <br />claimed above. <br /> <br />3. The reasonable expectation of benefit to those living in the <br />target area, all located in Kansas, is covered in question 2, <br />above. Any benefit, or effect, to persons living in Colorado we <br />expect will be either none or, if any benefit occurs, it would be <br />due to our unintentionally reducing crop and property damaging hail <br />or ,increasing rainfall. We would further expect if any suoh <br />unintentional benefit does occur it would do so very close to the <br />state line, within 3-5 miles. <br /> <br />4. This project has been operated tor 20 prior seasons. A copy of <br />our 15194 Final report has been included for your examination. <br />specifically, we wish to direct the reader's attention to Sections <br />II and III within the Final Report---TEE PHYSICAL BASIS FOR CLOUD <br />SEEPING and GENERAL OPERATIONS, respectively, on pages 5 - 19, We <br />feel these sections will more clearly answer questions pertaining <br />to scientific and technical feasibility. <br /> <br />5.
