APR-22-95 SAT

8:37

P.12l2

PUBLIC NOTICE

Notice is hereby given that Western Kansas Groundwater Management District No.1, Box
604 Scott City, Kansas 67871, hereinafter referred to as "Applicant" has, or is about to file
with the Director of the Colorado Water Conservation Board and application for a permit
to conduct weather modification operations within the State of Colorado and within the
areas hereinafter and more specifically stated,

The primary target area of operations for which a weather modification permit is sought is
described as follows:

The southern one.half of Wallace, all of Greeley, Wichita, Scott, Lane, Hamilton, Kearny,
Finney, Gray, Ford, Stanton, Grant, and Haskell counties in Kansas.

The general area beyond the primary Target Area for which a permit is sought includes a
portion of the following counties within the state ofCo\orado:

Cheyenne, Kiowa, Prowers, Baca and Kit Carson counties in Colorado. The distance
requested to overfly Colorado would be within an area bounded on the north by the
northern boundary of Kit Carson county, on the east by the Colorado-Kansas border, on
the south by the Colorado-Oklahoma border, and on the west by a line 60 statute miles
west of and parallel to the Colorado-Kansas border,

The expected duration of the weather modification operations is from the approval of the
permit applications or May I, which ever is latter, through September IS, 1995. Future
years of operation, if any, would occur from May 1. through September 1 S.

The intended effect of the weather modification program is rain augmentation and hail
suppression in the Primary Target Area in Kansas. Since the Colorado counties are not in
the Primary Target Area, we do not envision them accNing any benefits or disbenefits
from the program.

Complete details of the operations proposed to be conducted by the applicant are available
upon request from the Applicant or the Colorado Water Conservation Board, 1313
Sherman St., Room 721, Denver Colorado 80203

A hearing will be held on the applications on May 5, 1995 at 1 :00 PM in the Multi-
Purpose Room of the Community Building at 610 South 6th in Lamar, Colorado.

Keith Lebbin, Manager
Western Kansas Groundwater Management District No.1
