<br />storm systems being too warm for seeding or too windy for <br />predictable targeting. Expectations are that for a 90-day <br />operational period there usually would be about 18 events <br />covering some 25 calendar days. So, by comparison, opera- <br />tional events were limited to the vicinity of 50% of expectation. <br /> <br />Upon termination of the seeding program, averaged snowpacks <br />from the various drainage basins ranged from 125% to 145% of <br />mean values for March 1st. <br /> <br />The program design and permit application did not include <br />provision for an evaluation of seeding effects and therefore <br />no quantitative. evaluation will be attempted. <br /> <br />-2- <br />
