<br />. <br /> <br />FINDINGS <br /> <br />1. An application for a new Colorado weather modification permit has been properly made by <br />Don A. Griffith, Vice President and General Manager of North American Weather <br />Consultants of Sandy, Utah. <br /> <br />2. The sponsor of the project is the Northern Colorado Water Conservancy District of <br />Loveland, Colorado. The manager of the project for the District is Dennis Baker. ' <br /> <br />3. The person proposed to be in charge of the project for the sponsor is Don A. Griffith, Vice <br />President and General Manager of North American Weather Consultants of Sandy, Utah, <br />who has provided adequate evidence of his qualifications by professional education and <br />experience to conduct weather modifications in the state of Colorado. In addition, Mark E. <br />Solak, John R. Thompson and Dan A. Risch, also of North American Weather Consultants <br />of Sandy, Utah, have provided adequate evidence of their qualifications by professional <br />education and experience to conduct weather modifications in the state of Colorado. [g 36- <br />20-112(1)(g), CRS] <br /> <br />4. The permit application review fee is $100.00 has been paid by North American Weather <br />Consultants by check No. 10661 dated October 2,1997. [ g 36-20-112(1)(b), CRS] <br /> <br />, <br />5. Proof of financial responsibility has been provided by the applicant by means of a Certificate <br />of Insurance dated July 1, 1998 produced by R. C. Knox and Company, Inc., of Hartford, <br />Connecticut, which evidences that the applicant is covered by comprehensive general <br />liability insurance in the amount of $2 million each occurrence through American <br />International which is licensed to do business in Colorado. [g 36-20-112(1)(c), CRS] <br /> <br />6. The proposed Operational Plan for the project subrnitted by the applicant meets the <br />requirements of g 36-20-1 12(1)(d), CRS. <br /> <br />7. The target area is the Willow Creek drainage basin upstream of Willow Creek Reservoir, <br />Grand County, Colorado. The area of the target area is approximately 100 square miles. <br />Beginning at the top ofParkview Mountain in T4N, R78W, the boundary of the target area <br />runs along the Jackson/Grand County line to Cascade Mountain in the NE corner ofT4N, <br />R 77W; then south along the ridgeline near the R 77W and R 76W border to Porphyry Peaks; <br />then south along the ridgeline to Apiatan Mountain in the NW corner ofT3N, R76W; then <br />south along the ridgeline to Willow Creek Reservoir Dam in T2N, R76W; then up to the <br />ridge just south of Willow Creek Reservoir; then WNW following the ridgeline to Elk <br />Mountain in the NW corner ofT2N, R78W; then north through the Corral Peaks in T3N, <br />R78W; then north to the point of beginning on Parkview Mountain. <br /> <br />8. The areas outside the target area reasonably expected to be affected by the project are those <br />areas above approximate elevation 9,000 feet M.S.L. and the uppermost ridges immediately <br />downwind of the target area. This includes portions of south western Jackson County and <br />areas west, southwest, and slightly northeast of the target area in Grand County. <br /> <br />5 <br />
