PROJECT: Commercial seeding operation of winter storm clouds With
ground based cloud nuclei generators to augment snow for
enhanced runoff forwater supply purposes.

TARGET AREA: The target area is the Willow Creek drainage basin upstream of
Willow Creek Reservoir, Grand County, Colorado.

PERMIT SOUGHT: Original permit pursuant to S 36-20-112, CRS, for a time period
of five year's duration from the date of the public hearing
pursuant to S 36-20-1l4,CRS.

OPERATION: . The applicant did not inteilcl to operate during the first year
(1997-1998). During the second through fifth years, the
applicant has proposed to begin operations November 1 and
continue for seven months through May 31.

PERSON IN CHARGE: The person proposed to be in charge of the project is Don A.
Griffith, Senior Vice President and General Manager of North
American Weather Consultants of Sandy, 1Jtah.

ACTION TO BE TAKEN: The findings will be the basis for a decision to either grant the
permit, grant the permit subject to conditions, or deny the permit

This application was acted upon by the Director of the Colorado Water Conservation Board
pursuant to the delegation of authority by the Executive Director of the Colorado Department of
Natural Resources on September 25, 1987 and reaffirmed October 14, 1992.
