<br />DECISION AND PERMIT - Page 3 <br /> <br />11. The project does not appear to involve a high degree of risk of <br />substantial harm to land, people, health, safety, property, or the <br />environment. <br /> <br />12. The project, subject to the conditions of the permit, is designed <br />to include adequate safeguards to prevent substantial harm to land, <br />people, health, safety, property, or the environment. <br /> <br />13. The project does not appear to adversely affect another project, subject <br />to the terms and conditions of the permit as well as the measures set <br />forth in the application to insure that said project will not adversely <br />affect another project. <br /> <br />14. The project is designed to minimize risk and allow for scientific gain <br />or economic benefit to the residents of the area. <br /> <br />PERMIT GRANTED <br /> <br />~ <br /> <br />A weather modification permit is hereby issued to the applicant, such <br />permit being limited to p~ecipitation augmentation as described in the appli- <br />cation of March 16, 1978 as modified by the terms and conditions prescribed <br />below. <br /> <br />TERMS AND CONDITIONS <br /> <br />Permit herein granted is limited by and subject to the following conditions: <br /> <br />1) This permit shall be effective for the period from May 4, 1978 <br />until September 15, 197~ <br /> <br />2) Seeding shall only occur within Colorado when the purpose is to increase <br />precipitation. The permit does not extend to seeding operations <br />designed for hail suppression. <br /> <br />3) The applicant shall not engage in seeding when it is likely to impact <br />areas within the state'of Colorado. Upwind seeding over ~olorado to <br />impact areas within Kansas shall only occur in areas within twenty <br />miles of the Kansas border, as described by the applicani at the <br />hearing on April 18, 1978. <br /> <br />4) The applicant shall suspend seeding operations during storm periods <br />forecast to produce heavy precipi~ation amounts as set forth in his <br />application. <br /> <br />5) The applicant shall submit monthly written reports to the Executive <br />Director throughout the period of the permit summarizing activities <br />and results. The report shall specifically note compliance with the <br />conditions of this permit and shall contain a special sect~Qn.~qt~ng <br />proposed or actual deviations from said conditions and the circumstances <br />of the approval thereof as required in Paragraph one of these terms and <br />conditions. <br />
