<br />~ <br /> <br />) <br /> <br />INTRODUCTION <br /> <br />This is the seventh in a series of annual reports that <br /> <br />describe the pertinent activities of the Western Kansas Ground- <br />Water Management District No. l's (Muddy Road Project) designed <br />for rain augmentation and hail damage reduction. Moving through <br />its' seventh year, the Muddy Road Project continues to show an <br />increase in stability and scientific credibility and lS now a <br /> <br />leader in operational weather modification projects. <br /> <br />It may be important at this time to try and identify <br /> <br /> <br />some of the factors that have contributed to the longevity and <br /> <br /> <br />management of this weather modification effort. These are listed <br /> <br /> <br />below (not necessarily in any order of importance) and reflect to <br /> <br /> <br />some degree the subjective judgement of the authors of this report: <br /> <br />, <br /> <br />. The strong, progressive and enlightened leadership of <br /> <br /> <br />the Executive Director and Board of the Western Kansas <br /> <br /> <br />Groundwater Management District No.1 (WKGWMD No.1) <br /> <br /> <br />as well as the unwavering support by influential and <br /> <br /> <br />informed leaders of the counties in Southwest Kansas. <br />
