SUBJECT: Weather Modification Permit Amendment

Introduction

This memo is to request your consideration of a request from John B. Smith, Attorney for
Southern Colorado Farms, to amend their weather modification permit for the year 2000
operating period,

Backeround

Southern Colorado farms was issued weather modification permit No, 96-5 on July 29,
1996 to operate 5 hail cannons at specific locations near Center, Saguache County, Colorado,
They now wish to slightly change the location ofthe original 5 cannons and install 3 additional
cannons, They further request a change in the noise control provision of the permit for two
homes that are between Yz and I mile from a cannon. Their letter dated April 25, 2000 and a map
of the proposed new locations are attached,

Discussion

The permitee has complied with all the terms and conditions ofthe original permit.
There has been only one complaint to our office over the last year, and it has been satisfactorily
resolved. The statutes give the Director authority to revise the terms and conditions of a permit
under certain conditions, The requested change in location is due to changes in crop patterns
and is reasonable, The additional cannons are to protect expanded production of high value
crops,
