<br />17, The target areas are located over 14 miles north of the Rio Grande State Wildlife Area and <br />over 14 miles northwest of the San Luis Lakes State Wildlife Area, These areas are beyond <br />the impact from the "bang" of the explosion in the blast chamber and the "whistle" of the <br />sonic wave rising vertically from the tapered horn of the hail cannon. <br /> <br />18. Sound barriers erected around the hail cannons can be an effective tool to reduce the impact <br />from the "bang" ofthe explosion in the blast chamber that radiates out in all directions. <br /> <br />19, The areas that may reasonably be expected to be affected by the proposed project do not <br />overlap any other areas reasonably expected to be affected by other hail cannon projects in <br />Colorado, <br /> <br />20: Based on the information in the proposed operational plan, testimony. provided at the public <br />hearing, and the materials reviewed, the project: <br /> <br />A. is reasonably expected to benefit the people in the area in which the operation will be <br />conducted [ S 36-20-112 (3)(b), CRS], <br /> <br />B. is scientifically and technically feasible [ 9 36-20-112 (3)(c), CRS], <br /> <br />C, does not involve a high degree of risk of substantial harm to land, people, health, safety, <br />property, water rights, or the environment [ S 36-20-112 (3)(e), CRS], <br /> <br />D, includes adequate safeguards to prevent substantial damages to land, property, water <br />rights, people, health, safety, or the environment [ S 36-20-112 (3)(f), CRS], <br /> <br />E, will not adversely affect another weather modification project [ !i 36-20-112 (3)(g), <br />CRS], and <br /> <br />F, is designed to minimize risk and maximize scientific gainsor economic benefits to the <br />residents of the area [ S 36-20-112 (3)(h), CRS], <br /> <br />FINAL DECISION <br /> <br />Because the proposed project meets all of the requirements of S 36-20-112, CRS, it is <br />hereby determined that the permit is approved with the following conditions. <br /> <br />I, The permit shall be for hail suppression purposes only, <br /> <br />2. The applicant will install sound barriers around the hail cannons in accordance with the <br />conditions in the permit. <br /> <br />3, The applicant will prepare and submit written reports monthly and annually at the end of the <br />project in accordance with the requirements ofthe permit. <br /> <br />6 <br />
