<br />RECORD OF DECISION <br />ON AN APPLICATION FORA <br />WEATHER MODIFICA nON PERMIT <br /> <br />APPLICANT: <br /> <br />Victor p, Smith, President <br />Southern Colorado Farms, LLC <br />P,O, Box 416 <br />Center, Colorado 81125 <br /> <br />DATE OF APPLICATION: May 21,2001 <br /> <br />PROJECT: . - - - - - - . - - Commercial operation' for hailsuppression'using sequenced sound- <br />waves to produce a cavitation effect in the ice forming areas of <br />cumulus cloud formations to inhibit the formation of ice particles <br />and cause the moisture to fall as rain rather than hail. <br /> <br />TARGET AREA: The target area includes portions of Township 41 North, Ranges 7 <br />and 9 East, New Mexico Principal Meridian (NMPM), located near <br />the Town of Center in the South Central part of Saguache County, <br />Colorado, <br /> <br />DURATION: The operation is proposed to begin on June 15 and extend for three <br />months through September 15 of each year. <br /> <br />PERSON IN CHARGE: The person proposed to be in charge of the project is Mr. Mark <br />Inness, of Center, Colorado, Mr. Inness is employed as Farm <br />Manager, for Southern Colorado Farms, LLC. <br /> <br />PERMIT SOUGHT: An original permit pursuant to 9 36-20-112, CRS, for a time period <br />of five (5) years' duration pursuant to 9 36-20-114, CRS, The <br />applicant has previously held a 5-year weather modification permit <br />issued in 1995, <br /> <br />ACTION TO BE TAKEN: The findings will be the basis for a decision to either grant the <br />permit, grant the permit subject to conditions, or deny the permit. <br /> <br />DELEGATION OF AUTHORITY <br /> <br />This application was acted upon by the Director of the Colorado Water Conservation <br />Board pursuant to the delegation of authority to him from the Executive Director of the Colorado <br />Department of Natural Resources since September 25,1987 and reaffirmed by Greg E, Walcher <br />on August 25, 2000, <br /> <br />1 <br />
