We have <br />contacted Dr. Harold Orville from the South Dakota School of Mines and Technology as <br />well as Dr. Eklund of the Kansas Water Office and asked them to meet with you and the <br />eastern Colorado commissioners concerning the misconceptions about our program. If <br />you feel that this is necessary in order to secure a permit for 1996, please advise. At the <br />present time, Dr. Orville has agreed to any time other than the week of March 18 and one <br />week in April which is currently unknown at this time. He will be attending a session in <br />Bismarck which has not been announced. I have enclosed a copy of Dr. Orville's <br />biography for your information. Please let me know what your desires are and I will let <br />them know. <br /> <br />The other item of concern is the consequential liability requirement in your rules and <br />regulations. This requirement is something which needs addressed in your office. If <br />something has been done or any changes have been made, please let me know <br /> <br />I would hope that the information we have sent the commissioners has given them a <br />different light on this program.
