NOTICE OF Il\'TENT TO MODIFY WEATHER

Notice is hereby given that North American Weather Consultants. Inc.. 8160 So.
Highland Dr., Stc. A-2, Sandy, UT 84093, hereinafter referred to as NA We. has or is about to
file with the Director of the Colorado Water Conservation Board an application for a Penn it to
conduct a weather modification program within the State afeolerado and within the areas
specified herein. NA we shall conduct Ihis program for the following entities:

. Gunnison County
. Dos Rios Water System
. Upper Gunnison River Water Conservancy District
. Crested Butte Mountain Resort
. Town o[Crested Bulte
. Scenic River Tours
. City of Gunnison
. Crested Butte South ~felropolitan District
. Slockgrowers Association

The name of the person who shall be in control of the program is Don A. Griffith,
President of North American Weather Consultants, Inc.

The Primary Target Area for which a five-year Weather Modification Permit is sought is
defined as follows:

Areas in southwestern Gunnison County, northern Hinsdale County and northern
Saguache County above 9000 feet mean sea level that contain tributaries to the Gunnison River.
Drainages that originate from these areas include, but are not limited to, Cochetopa Creek, Lake
Fork of the Gunnison River, Ceholla Creek and Tomichi Creek.

The Colorado Weather Modification Rules and Regulations 2 CCR 401-I(C(2)) require
at a minimum that this notice also be published in counties adjacent to the Target area counties.
The adjacent counties include the following:
Pitkin. Chaffee, Fremont. Custer. Huerfano, Alamosa. Rio Grande, Mineral. Archuleta.
La Plata. San Juan. Ouray. ~1ontrose. Delta and Mesa.

The expected duration of operations is November 15.2003 through April 15.2004 for the
first year of operations and November I st through April 30th of the following four years of the
five year permit.
