5.0 SEEDING OPERATIONS

The responsibility for day to day. seeding decisions
rests with the licensee, Project Director, . He will base his
decisions on priority guidelines set by the Policy Board and
on meteorological conditions. The basic meteorological crit-
reia used to initiate or suspend seeding operations are out-
lined in the following paragraphs,

5.1 Seeding Criteria

The criteria furselecting suitable cloud systems for
seeding will be based on an assessment of multiple meteor-
ological parameters. Every weather system will be examined for
seeding potential. Seeding will be initiated on the basis of
the general criteria listed in Table I.

5.2 Suspension Criteria

Seeding to increase rain will not be initiated or
will be suspended when excessive rain is likely to occur,The
licensee, Project Director, will take cognizance of the socio-
logical aspects of seeding when severe storms are forecast or
already exist. However, hail suppression operations will be
conducted when beneficial results appear attainable so long as
flying safety is not jeopardized.

Rain augmentation operations will be suspended when
soil moisture, as determined by the policy board, is adequate.
Also, no seeding will be initiated at times the policy board
determines weather modification activities are not beneficial
to a particular community.

In the event there is a threat of damaging floods
from excessive rainfall in the project area or area of influence,
seeding will not be initiated. If seeding is in progress, it
will be suspended by the Project Director, licensee, as soon as
the hazardous potential becomes known.

5.3 Meteorological Data

Types and sources of meteorological data routinely
available at the operations Center are:

Hourly Observations - FSS, Garden City
Aviation Terminal Forecasts - FSS, Garden City
Severe Weather Warnings, FSS, Garden City
Synoptic Surface & Upper Air Analysis -
Water & Power Resources Service, EDN
Upper Air Prognostic Charts -
Water & Power Resources Service, EDN.
Rawinsonde Reports -
Water & Power Resources Service, EDN
Sounding Analysis-
Water & Power Resources Service, EDN
Project mini-computer analysis of applicable soundings
