<br />4,0 PLANNING RESPONSIBILITIES & PRIORITIES <br /> <br />4.1 Policy Board <br /> <br />A decision and policy making board has been estab- <br />lished in order to ensure desires of the local users are con- <br />sidered in the proposed weather modification operation. The <br />board is made up of one representative from each of the thirteen <br />participating counties, and the Executive Director for the Wes- <br />tern Kansas Groundwater Management District No.1. Kansas Water <br />Resources Board personnel will serve as State Liaison to the <br />policy board; and the licensee, Project Director, will be the <br />technical advisor, <br /> <br />The policy board will meet periodically during the <br />season as needed to assess the operations and determine future <br />policy. The members will be responsible for keeping the <br />Operations Center advised of soil moisture and crop conditions, <br />as well as seeding priority changes for their respective counties. <br /> <br />4.2 General priorities & Schedule <br /> <br />Since the same Organization and resources are used <br />to accomplish both rain augmentation and hail suppression, some <br />general guidelines have been established by the Policy Board. <br />priorities will be adjsuted by the policy Board as necessary, <br />depending on soil moisture and crop vulnerability to hail dam- <br />age. The Preliminary schedule set by the Policy Board is as <br />follows: <br /> <br />1 May <br /> <br />Personnel and equipment mobilization, <br />pilot familiarization, equipment check- <br />out, comfirmation of crew coordination, <br />and operating procedures. <br /> <br />Begin seeding op~atio~s with primary <br />emphasis on rain augmentation (RA) <br /> <br />15 May <br /> <br />First Priority in hail suppression (HS), <br />with secondary priority to rain augmentation, <br /> <br />.10 June <br /> <br />Discontinue rain augmentation and give full emphasis <br />to hail suppression, <br /> <br />1 July to 31 August <br /> <br />When the majority of the wheat harvest has been <br />completed, rain augmentation is to be given <br />first priority with hail suppression being secondary. <br />
