<br />1. Operational Plan: <br /> <br />a. Statement of the Nature and Objective of Proposed Project. <br /> <br /> <br />The nature of the proposed program is to augment natural precipitation <br /> <br /> <br />within the project area to provide improved snowpacks and additional <br /> <br /> <br />water supplies for storage and beneficial use. The operational <br /> <br />technology and procedures utilized in this program were derived <br /> <br /> <br />from previous snowpack augmentaion programs operated in Colorado, <br /> <br /> <br />specifically: the Climax and Wolf Creek research programs, the <br /> <br />Colorado River Basin Pilot Project and the last ten winters' programs <br /> <br /> <br />operated by WESTERN WEATHER CONSULTANTS, INC. in the Central Colorado <br /> <br /> <br />and San Juan Mountains. <br /> <br />The objectives of the project are to increase snowpacks in the <br /> <br /> <br />drainage basins of all major mountain massifs in the project area <br /> <br /> <br />which should result in increased run-off into the storage systems in <br /> <br />these basins and result in an additional water supply for agricultural, <br /> <br /> <br />industrial or domestic use along with an additional snowpack for <br /> <br /> <br />winter recreational use. <br /> <br />b. A written description of the target area and the area reasonably <br /> <br /> <br />expected to be affected by the proJect. See attached map. <br /> <br /> <br />The target area consists of the Animas River drainage from the <br /> <br />headwaters down to approximately the Trimble area below Hermosa; the <br /> <br />headwaters of the La Plata River down to Mayday; the headwaters of the <br /> <br /> <br />Mancos River above Jackson Reservoir and the headwaters of the Dolores <br /> <br /> <br />River down to the Stoner area. (See attached map). <br /> <br /> <br />The area reasonably expected to be affected by the project are <br /> <br /> <br />those ridges and areas on the windward side (as per the relative location <br /> <br /> <br />with respect to the generator locations) downwind of the generator <br /> <br />sides at approximate elevations above 9,500' MSL in the target area and <br /> <br /> <br />the uppermost downwind ridge areas beyond the target area. (See attached map). <br /> <br /> <br />c.
