8. Operational Plan:

a. Statement of the Nature and Objective of Proposed Project,

The nature of the proposed program is to augment natural precipitation
within the project area to provide improved snowpacks and additional
water supplies for storage and beneficial use. The operational
technology and procedures utilized in this program were derived
from previous snowpack augmentation programs operated in Colorado~
specifically: the Climax and Wolf Creek research programs, the
Colorado River Basin Pilot Project and the last nine winters'
programs operated by Western Weather Consultants, Inc. in the Central
Colorado and San Juan Mountains.

The objectives of the project are to increase snowpacks in the

drainage basins of all major mountain massifs in the project area

which should result in increased run-off into the storage systems in

these basins and result in an additional water supply for agricultural,

industrial or domestic use along with an additional snowpack for

winter recreational use.
