<br />8. Operational Plan: <br /> <br />a. Statement of the Nature and Objective of Proposed Project, <br /> <br />The nature of the proposed program is to augment natural precipitation <br />within the project area to provide improved snowpacks and additional <br />water supplies for storage and beneficial use. The operational <br />technology and procedures utilized in this program were derived <br />from previous snowpack augmentation programs operated in Colorado~ <br />specifically: the Climax and Wolf Creek research programs, the <br />Colorado River Basin Pilot Project and the last nine winters' <br />programs operated by Western Weather Consultants, Inc. in the Central <br />Colorado and San Juan Mountains. <br /> <br />The objectives of the project are to increase snowpacks in the <br /> <br /> <br />drainage basins of all major mountain massifs in the project area <br /> <br /> <br />which should result in increased run-off into the storage systems in <br /> <br />these basins and result in an additional water supply for agricultural, <br /> <br /> <br />industrial or domestic use along with an additional snowpack for <br /> <br /> <br />winter recreational use. <br /> <br />b.
