<br />c <br /> <br />1.0 GENERAL DESCRIPTION OF THE DISTRICT <br /> <br />The Western Kansas Groundwater Management District #1' (WKGMD) <br />is planning to conduct a cloud seeding program is southwest Kansas during <br />the spring and summer or 1986. This is a continuation of the project, <br />WESTERN KANSAS WEATHER MODIFICATION (formerly Muddy Road Project), con- <br />ducted in the growing seasons of 1975, thropgh 1985, which twelve counties <br />have entered into an agreement with the WKGMD and the SWKGMD to jointly <br />finance weather modification operations. Planning the management res- <br />ponsibilities rest with the WKGMD #1 at Scott City. Daily decision- <br />making and execution of this operational plan will be the responsibility <br />of the Project Director. <br /> <br />The primary objective of the program is to conduct rain augment- <br />ation and hail suppression operations from April 15 through September 15, <br />1986, in the specified area using aerial application of silver iodide and/ <br />or dry ice nucleating material. <br /> <br />A secondary objective is to acquire data related to daily seeding <br />operations and storm activity, and store it in a form suitable for later <br />analysis. . <br /> <br />2.0 OPERATING AREA <br /> <br />2.1 Primary Target <br /> <br />The primary cloud seeding targets are the participating counties <br />shown in Figure 1. <br /> <br />2.2 Area of Influence <br /> <br />In the normal conduct of seeding operations it is expected that <br />seeding material release will take place up-wind of the intended target <br />area, and that some of the seeding effects may extend downwind of the pri- <br />mary target. From the foregoing, it can reasonably be expected that the <br />area of influence would be approximately 10 miles upwind and 25 miles <br />downwind of the primary target. On the basis of prevailing winds this <br />would, in general, be the shaded area of Figure 1. <br />
