6.0 SAFEGUARDS AGAINST HAZARDOUS EFFECTS

Although weather modification in itself is not directly
hazardous, there are certain precautions which should be taken
against potential contibuting hazards. These are in the area
of aircraft flight safety and severe weather.
,

To assure appropriate and safe operations, the following
policies will apply:

a. All pilots will be selected on the basis of their
integrity, experience, and airmanship.

b. Prior to commencement of seeding operations, pilots
will be given a briefing covering FAA traffic control and
coordination procedures as they apply to the project.

c. All aircraft must be certified airworthy in accord-
ance with appropriate FAA reguLations.

d. The Project Director will attempt to keep pilOts
informed of storm developments that could present a hazard to
them and where appropriate, he will provide them with navi-
gational data needed to avoid hazardous storm developments
reflected by his radar data. However, pilots will always be the
final authority in all matters pertaining to flying safety, and
they may decide not to take off or to terminate any mission at
any time they think operations cannot be conducted safely.
pilots will advise-the Project Director when they elect not to
position themselves as suggested or directed by him for release
of seeding materials.
