<br />RANG€LY <br />.,,~ .'t -f <br />~f .. ; , ,~< <br /> <br />.Locatlon: <br />Taylor Draw, five miles east of Rangely on the White River. <br /> <br />Sponsor: <br />Water Users Association NO.1 of the Colorado RlverWater <br />Conservation District. <br /> <br />Primary Purpose of the Project: <br />A firm, municipal water supply. <br /> <br />Secondary Benefits: <br />Recreation, agriculture, industrial and flood control. <br /> <br />History and Background: <br /> <br />Throughout Its history, the town of Rangely has been <br />dependent on the direct flow of the White River for Its <br />water supply. The extremes of high spring runoff, drought, <br />seasonal low flows and summer flash flooding have <br />created severe water supply and treatment problems for <br />the town. Besides the flow extremes, Rangely Is regularly <br />subjected to flooding caused by Ice jams In the river. <br />Moderated water temperature and some control of the <br />river are both expected to ease the jamming and flooding. <br />Good stream or lake fisheries and opportunities for water <br />borne recreation are non-existant within close proximity <br />to Rangely. With Its formal founding tied to 011 field <br />development In the 1940's, Rangely remains today an <br />industrial town with a primary concern for more industry <br />to provide a future for the time when oil field production <br />falls off. Approval In 1980 of 011 shale trust fund money to <br />constr4ct~.aroad from oli shale tract Ca to Rangely <br />predejermlnes that Rangely will incur must of the impact <br />from t'hat development. Rangely Is largely surrounded by <br />extensive coal fields in varying stages of development. <br />Although location of Deseret Generation and Transmis- <br />sion Cooperative's coal-fired power plant has not been <br />determined, the source of Its coal has - fields near <br />Rangely that are expected to double the town's population <br />to 4,400 by 1984. Demonstration of an adequate water <br /> <br />supply Is crucial, not only to Rangely's attempts at having <br />the power plant located at the mines rather than in Utah, <br />but It Is critical to Rangely's attraction of other industries <br />as well. With a choice between the Rangely area and <br />Bonanza, Utah for location of the power plant, Rangely In <br />particular and the state of Colorado face the posslblilty of <br />suffering most of the people Impact and all of the air <br />quality Impact without having any of the power plant's <br />assessed valuation and tax revenues to mitigate those <br />Impacts. <br /> <br />Physical Facts and Figures: <br />Height, length and type of dam: 53 ft. high; 1,000 feet <br />long; zoned earth fill dam <br />Storage capacity. As a result, the <br />reservoir will provide a firm annual yield of Its capacity and <br />is expected to spill annually thereby having a negligible <br />effect on the prime rafting season. Though primarily a' <br />hydroelectric project, it will provide irrigation watertorthe <br />Middle Park Water Conservancy District and municipal <br />and Industrial water for the many communities on the <br />Coiorado and Eagle rivers either directly or by exchange. <br />Azure Is expected to provide excellent lake fishing and <br />non-powered small boating in an attractive and scenic <br />setting for picnickers, hikers and even ice fishermen. Core <br />drilling and a geologic reconnaissance were conducted <br />on Azure In 1966 and the project has been studied <br />intensively from 1974 to present.
